The Roman Catholic Church in America has been mandatory reporters on priest abuse claims since the Dallas Charter was enacted almost twenty years ago. The Holy Father now has required that of the entire Church world wide. In addition the Holy Father has mandated a reporting requirement for abuse claims against bishops.
Abuse or cover-up by bishops must be brought to the attention of Metropolitan archbishops, but in case the Metropolitan is accused of abuse (as for instance would have been the case of former Cardinal Theodore McCarrick), reporting can be done directly to the Holy See through the papal representative in the country. If the person accused is the nuncio, the allegation must be sent directly to the Vatican’s Secretariat of State. (

The United States Conference of Catholic Bishops will further come up with a lay lead review board to scrutinize those reports, if any.
